Panchayati Raj System:
The Panchayati Raj is system which enables people to run their own local government in rural areas.They should perticipate in the developement work realting to agriculture,irrigation,animal husbandry,education,health,etc.
Structure of the Panchayati Raj System
Thye panchayati Raj is a three-tier system.it works at three levels-the Gram Panchayat at the village level,the Block Samiti at the block level and the Zila Parishad at the district level.A few panchayates are combined to form a Block Smaiti.Block Samiti is the organization formed to take care of the needs of the whole block.
In our country the system of panchayats is very old.The word literally means a groups of five people.From ancient times,it was a custom in our villages to elect a group of five elders or panchas.In 1992 the Centralk goverements amended the Constitution and formulated rules for the Panchayati Raj system which were to be followed by the states and the union territories.
The Village Level
The Panchayat system at the village level consist of three bodies the Gram Sabha,the Gram Panchayat and the Nyaya Panchayat.These three bodies have different function to perform.
The Gram Sabha consists of all the men and woman in a village who are 18 years of age and above.They meet at least twice a year.
Compostion The member of a Gram Panchayat are elected for a term of five years.There are generally 7-31 member in a Gram Panchayat.
The Nyaya Panchayat is like a local court.It is an important part of the Gram Panchayat.Its purpose is to settle minor dispites and provide justice quickly and cheaply.
Most people were engaged in agriculture.The land revenue was one-sixth of the toytal produce.Ther was some trade but it was not as prosperous as during the times of the Guptas.
The Block Samiti
This is a body that is given different names in different states.It is called 'Anchalik Parishad' in west Bengal, 'Kshetra Samiti' in Utter pardesh' and 'Panchayat Samiti' in Andhra Pradesh.
